PJM Files New Backstop Capacity Plan With FERC After Previous Delays

On October 29, 2026, PJM Interconnection, L.L.C. (“PJM”), filed a new (revised) reliability backstop procurement plan with the Federal Energy Regulatory Commission (“FERC”). PJM’s original plan was only partially approved by FERC on September 29, 2026, with the agency offering many critiques and a delay until February 28, 2027. PJM said at the time that it would create a revised version of the plan that took those criticisms into account.

The original plan, filed on July 31, 2026, was intended to make up for a 6.8 GW shortfall that resulted from PJM’s 2028-2029 capacity auction. In the time since that plan was filed, PJM’s calculations have changed, and the backstop auction may be for as low an amount as 630 MW.

PJM’s revised plan is available for download from FERC’s eLibrary here: https://elibrary.ferc.gov/eLibrary/filelist?accession_number=20261029-5227
