Illinois Enacts Law Regulating AI Developers, Following California and New York

On July 6, 2026, Illinois Governor JB Pritzker signed into law a bill aimed at regulating artificial intelligence (“AI”). The law, which goes into effect on January 1, 2028, primarily requires AI developers to publish frameworks which describe risk assessment associated with their AI models, how they intend to mitigate those risks, and how they intend to incorporate national and international standards relating to AI, among other things. These frameworks must be updated yearly and whenever the developers make modifications to their AI models.


No federal regulations have been created thus far, but the Illinois law follows two state laws passed in California and New York last year, signed into law on September 29, 2025, and December 29, 2025, respectively. All three laws create broadly similar frameworks, but Illinois’s contains at least one major difference in its requirement that AI developers be audited annually by third parties.
